Oooh this one brings the viewer a frisson of fear on first seeing it. So goodness knows what it's doing to the poor boat people..........the gulls wisely observe- on the other hand, they say that seagulls are the souls of drowned sailors- so perhaps they know that this sceptre is about to join them...........
